About ENERGY STAR ENERGY STAR is a voluntary, government-backed program that promotes cost-saving, energy-efficient homes and reduces air pollution and greenhouse gases. Strict standards set by the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA) must be met to qualify for the ENERGY STAR certificate and label. Under the ENERGY STAR qualified new homes program, homes must be at least 15 percent more efficient than homes built to the 2006 International Energy Conservation Code (IECC).
